ACCRA, Ghana — July 13, 2026 — The legal team representing former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, has strongly criticized the Economic and Organised Crime Office (EOCO) over what it describes as excessively stringent bail conditions.
Lead counsel Samuel Atta Akyea questioned the practicality of the bail terms, which reportedly require justification with properties valued at GH₵50 million, arguing that the conditions are nearly impossible to satisfy at such short notice.
"How is he going to be released? How can it be met at this critical hour? Where are you going to find properties worth GH₵50 million tonight?" Mr. Atta Akyea asked.
According to the lawyer, the timing and nature of the bail conditions effectively guarantee that his client remains in custody overnight, despite EOCO granting him bail.
EOCO Investigation
Dennis Miracles Aboagye was arrested on Sunday as part of an ongoing EOCO investigation into alleged financial and procurement irregularities at the IMCCoD Secretariat between 2022 and 2025.
EOCO is investigating allegations including:

- Causing financial loss to the State
- Money laundering
The anti-graft agency has indicated that Mr. Aboagye's arrest followed new findings from a forensic audit and was executed through a stop order at Kotoka International Airport.
